Level 3 - Advanced Tree Risk Assessment

Used when advanced diagnostic methods are required beyond ground-based inspection

* All components of the Level 2 Basic Tree Risk Assessment
* Drone-assisted canopy inspection
* Aerial inspection (if applicable)
